How should the template be used?
Set the status vocabulary before adding rows. Load requirements from the current document set, assign owners, and filter open mandatory items at each review.

What standard sits behind the template?
There is no universal compliance matrix format. Use the definitions and submission rules in the tender. For Australian Commonwealth procurements covered by the CPRs, request documentation includes the requirements, conditions, formats and evaluation criteria against which a response is prepared.

What goes wrong when the matrix is built by hand?
Common failures are combined requirements, lost source references, uncontrolled status labels and rows that remain complete after an addendum changes the source. The template structure helps expose those failures but still needs human review.
- Freeze the source revision beside each row
- Reopen rows affected by addenda
- Keep evidence links current
- Require approval for qualifications

What else should the bid team know?
Is the downloaded CSV a completed matrix?
No. It is a field checklist. The requirements and responses must come from your tender.
Can this be used for US proposals?
Yes. Rename fields to match the solicitation and its response codes. FAR Part 15 describes proposal information and evaluation factors for negotiated federal acquisitions.
Should pricing be included?
Only if the tender and your internal process require it. Sensitive pricing is often controlled in a separate schedule.
