How should an exclusion be written?
State the affected requirement, the proposed exclusion, the reason and the approval needed. Do not hide a departure in a general note.

What else should the bid team know?
Is a scope of supply the same as a bill of quantities?
No. A bill of quantities measures items. A scope of supply also controls responsibility, interfaces, testing and handover.
Who approves the scope?
The bid team coordinates it, while technical and commercial reviewers approve the relevant boundaries.
Can it replace the contract?
No. The issued tender, its addenda and the responsible technical, commercial or legal reviewers control the final position.
